I have tried the Regional and Language Options to change the computer display language but it hasn't worked

I can'tfind it and it won't change, I think that I went to the correct place but it did not change
First I went to start, then went to control panel, went to clock language and region clicked change display language, went to format, then went to format drop bar, and clicked on english canada, but all this was in spanish. and nothing happened, expect I changed the clock from 24 to 12 hour time

This is getting quite strange with you. The last several times I have worked with Just Answer, there was an aplet program. That was used to help the customer. The language barrier is a problem and we have been at this quite a while with no results yet. So what is the easiest way to complete this task. (mom has taken over the communicating)
