I never read an statute that approve fines for coowners
I think that the president is playing a bluff.
If he wares to charge a fine and he has no legal base for that, he could be even been charged with criminal charges. So, I think he are not going to go further with that
In all cases, you have the right to ask for a copy of the comunity statutes and we could read them looking for that.
Ask them for the statutes if you do not have a copy and send me them scaned if you want

The answer I got is incomplete!!!You say that it depends on what the community voted!!!Does this meen that if they voted for giving money fines(multas) then it is legal?According to the law: communities or their president have no right to impose money fines as they have no coecitive power!AM I WRONG ??THANK YOU.
