This means that only I-130s filed on or before March 22, 1996 can now be used to immigrate to the U.S. This is a waiting line. There is nothing in the law that allows anyone to jump ahead of anyone else in line not even in the case of an emergency. So it looks to me like he still has a little over a year or so until March 1996 gets to September 1997. Until that time, he cannot file an I-485 and if he cannot file an I-485 he cannot even file an I-765 to get a work permit. I am truly sorry, but at least he doesn't have much longer to wait.
