After a DACO Hearing of a complaint, what is the normal time for a judge to render a decision. She said we would have an answer within 30 days. It is now 45 days with no response. What would my next step be?

Under 7 CFR 735.8, there is no set time for a ruling on an appeal by the judge. The regulation states merely that a ruling will be rendered. The typical time for a ruling depends on how busy the judge is at the time, but 30 days is the average and if it has been 45 days you need to check with the judge's clerk at the appeals office and if they cannot tell you, then you need to submit a "request for determination" and state in there the hearing was held and the date and that the judge stated a ruling would be issued in 30 days and to date no ruling has been issued.
